Justin Kaylor co-founded Penn Cove Group in 2006, initially leading the company’s focus on commercial real estate development. As in most start-up businesses, Justin had many responsibilities and held several roles within the company over the years, most notably as the VP of Real Estate Development. In this capacity, Justin was responsible for overseeing the successful execution of PCG’s numerous real estate projects, ensuring they were completed on time, within budget, and aligned with the company’s strategic goals. After leaving the organization in late 2019 to explore different opportunities, Justin returned to PCG as President in 2024. In this leadership role, he works closely with CEO Karen Shanahan to oversee the firm’s strategic initiatives and drive key operational and business decisions. He holds a Bachelor of Arts and a Master of Public Administration from the University of Pittsburgh.
